Inter-terminal & Community Meetings
The operators at the Bacton terminal complex - Shell UK, National Grid, Perenco UK Ltd, ENI and Interconnector UK meet periodically to discuss safety, operational, environmental and social performance. The plant managers also attend a Gas Liaison Committee to share updates with local councillors and for any local concerns to be raised.
Health, Safety and Environment Management
Shell Bacton is a hydrocarbon processing facility designed to safely process natural gas liquids. The site is regulated by the Health and Safety Executive (HSE) and the Environment Agency (EA) and managed by Shell with care for the health and safety of staff, the community and the environment as the top priority.
Our emphasis on Health, Safety and the Environment is reflected in the fact that the site has operated for more than 50 years without an incident posing a significant threat to the local community.
Control of Major Accidents and Hazards
Shell Bacton is regulated by the HSE and EA under the Control of Major Accident Hazard Regulations 2015 (COMAH).
The COMAH regulations require Shell Bacton to demonstrate the site safety measures to the Regulating Authorities through the site COMAH Case.
The Shell Bacton COMAH report demonstrates that the site is designed to operate to ensure the safety of people and the surrounding environment. The facilities are engineered to detect then make safe or shut down any abnormal conditions.
Emergency Response System
In the unlikely event of an emergency Shell Bacton response procedures are designed to protect the safety of the public living near the facilities. Plant employees are trained to handle emergencies should they arise. Staff maintain a high degree of emergency preparedness by conducting regular simulated exercises.
Under the 2015 COMAH regulations Shell are required to inform residents within the Public Information Zone (PIZ)* of the actions they may need to take in an emergency. We use an automated alert system which will advise you by telephone landline, mobile SMS or email on how to keep your family safe and then inform you when operations have returned to normal. Information would also be broadcast through local media – radio, television.
